4.5.5 Constraints
The identification of entry points in Cambodia was fairly difficult as there were no disability references in the PRSP itself. When the opportunity to contribute to the monitoring report came up, there was not much time to prepare a comprehensive statement with the broad participation of different disability stakeholders. This meant that the document was mainly written by Handicap International and the NSDP Inclusive Committee. Moreover, disability aspects were not included in the Joint Monitoring Indicators (JMIs) of the NSDP, which were agreed by the government and donors after the submission of the NGO Forum's statement.
Within the project and through the activities of the NSDP Inclusive Committee, networking between disability stakeholders has improved. However, it is still difficult to obtain broad participation for certain actions (e.g. the editing of the statement). Furthermore, the committee only has five members, and does not represent the diversity of people with disabilities, especially the most excluded groups such as women with disabilities, or persons with hearing and intellectual impairments.
At the local level DPOs often lack the capacity to implement projects and conduct effective lobbying and advocacy activities simultaneously.
