This chapter describes the different stakeholders that are supposed to participate in the national PRS-process: It starts with the global role of the IMF and the World Bank and explains their instruments that offer technical and financial support to PRS programmes. The chapter continues with the leading role of governments and the requirement of including the civil society at every stage of the PRS. It concludes with a short description of other stakeholders like bilateral and multilateral donors and their agencies.
