5.3 Interpretation of the concept
When the World Bank and the IMF introduced the PRS concept, the development community, especially NGOs, reacted in most cases with some scepticism. There was no real faith in the policy change, and many criticised the strategy as resembling a wolf in sheep’s clothing. At this stage, it is still too early to come up with a definitive judgement: the PRS approach remains relatively new and is still evolving, making it impossible to estimate long-term results. What the following chapters do seek to show is that the PRS process provides a range of opportunities as well as constraints.
