Initial workshop on PRS and disability - 6 modules

General issues to be decided in advance

Purpose:

An initial workshop should provide a general introduction to the issue of “PRS and disability”. At the end of this workshop, participants should have more of an idea how and why to continue. One side-effect of the workshop should also be that participants get to know each other better.

Objective and content:

Choose and adapt modules according to defined needs.

Participants:

Number and type of stakeholders (mixed group or homogenous group)

Time:

When? How long? One single block? Single sessions?

Resource persons:

To lead single modules; their presentations should be obtained in advance, to minimise overlaps and/or gaps

Facilitators:

e.g. an expert + DPO member

Language:

Translators needed? Sign language?

Documents:

Translation? Braille?

Material:

Pens, paper, overhead/video projector, laptop, etc.

Venue:

How many rooms? Accessibility? Arrangement of chairs and tables?

Logistical issues:

travel (accessible), meals etc.

Per diem:

Yes/No? How much? Different amounts for participants/resource persons, etc.?

Framework:

Welcome, introduction of participants (name tags), ice-breakers, breaks, visits, etc.

Send around 4 weeks in advance and receive feedback and confirmation of participants around 2 weeks in advance

 

 

Module 1: General introduction to PRS

Module 2: Stakeholders

Participants know the major stakeholders in the national PRS process and in the disability movement. They might also identify some groups for collaboration, lobbying, etc.

2. Brainstorming on disability stakeholders: inventory and ranking of stakeholders

4. Working groups:
- Venn diagrams on PRS and disability stakeholders (groups of 5 persons) or

Module 3: Disability

1. Short presentation: common definitions and models (e.g. ICF, social model, etc.)

- lawyers / a representative from the ministry or department responsible for people with disabilities

Participants reach a common understanding of the terms “disability”, “impairment”, etc., are aware of the country-specific living situation of people with disabilities and the official legal framework

2. Discussion in groups (if the whole group is mixed, the discussion groups should also be mixed) to find a definition which is valuable for the group (e.g. “Our definitions” exercise, Oxfam Guide)

3. The country-specific situation: a short presentation of available statistics and the legal framework

Documents about the legal framework, statistics, etc.

4. Working groups: each group discusses one or two sectors of the PRSP which are relevant for people with disabilities

Module 4: Influencing policy

Module 5: Strategic planning

Module 6: Summary and development of an action plan
