Glossary

This glossary explains technical terms, abbreviations and acronyms. All words, which are listed in the glossary, are marked in the texts of the chapters. The long name of abbreviations can be read when scrolling with the mouse courser on it.

HIPC
Highly Indepted Poor Countries
The HIPC Initiative commenced in 1996 and was reviewed in 1999, and is designed to reduce the debt of these countries classified as highly indebted and poor. Basically, the richer countries promised to give debt relief if these countries fulfil specific conditions.
Human Rights

These are the rights that every human being automatically qualifies for at birth. They cannot be denied because of the colour of one’s skin, religion, age or other personal factors. Central to the concept of human rights is the protection of human dignity. Human rights are manifested by the Universal Declaration of Human Rights, which was adopted in 1948 by the United Nations.

International Finance Institutions
An umbrella term for the World Bank and the IMF.
ILO
International Labour Organization
The International Labour Organization (ILO) was founded in 1919 and is now a specialized agency of the UN with specific responsibility for labour issues. Its headquarters are in Geneva, Switzerland.
IMF
International Monetary Fund
A specialised UN agency created to regulate the global economic system, e.g. by monitoring exchange rates. The IMF assists low-income countries by providing loans, credits and technical support.
impairment

Impairment addresses the physical dimension of disability.
inclusion

In relation to persons with disabilities, inclusion means that persons with disabilities have to take part in every social and economic activity and must not be discriminated against or excluded because of their disability.
INGO
International Non-Governmental Organisation
An INGO is defined as an international organisation that is not part of a government and was not founded by a nation state. The term generally refers to social, cultural, legal and environmental advocacy groups whose objectives and goals are primarily non-commercial. Such groups mainly work at an international level.
JSA
Joint Staff Assessment

JSAN
Joint Staff Advisory Note
The JSAN replaces the Joint Staff Assessment (JSA) of the PRSP, and was introduced in 2004. The JSAN comments on PRSP documents written by World Bank and IMF staff. This JSAN forms the basis for concessional lending from the IFIs.
lobbying

Lobbying is the practice of advocacy with the goal of influencing a governing body, in order to ensure that an individual's or organisation’s point of view is represented in the government, and legislation is drafted and implemented accordingly. In many countries, lobbying is regulated in an attempt to prevent political manipulation and corruption.

Millennium Development Goals
The Millennium Development Goals consist of eight goals, alongside 18 targets and 48 indicators. They were adopted by a consensus of experts from the UN Secretariat and the IMF, the OECD and the World Bank, and were publicly announced at the UN Millennium Summit in September 2000.
